City of Montreal: RénoPlex
Up to $725 for an entry door barrier
For a metal flood barrier on your garage door, up to half the cost of the work. The 19 Montreal boroughs only. The city says to plan 3 to 4 months for approval, and starting the work before approval can cost you the grant.
Government of Quebec: Rénoclimat
Anywhere in the province
For a removable flood barrier on a main home, anywhere in Quebec. No pre-approval. Paul installs, then you apply. Quebec pays while its budget lasts. $800 is the most you get, no matter how many barriers.
Either way, the time to start is now, not in March.
Rénoclimat cannot be combined with city aid for the same work, so Paul tells you which program pays you more. In a Montreal borough, RénoPlex is usually the bigger number. Outside the 19 boroughs, Rénoclimat is the one.
Both programs have rules. RénoPlex covers buildings of 1 to 5 units in the 19 Montreal boroughs and sets a property value limit. Rénoclimat covers main homes lived in for at least 5 years, not cottages. Paul tells you which one fits your home.
The math is not close.
- The average basement flood costs about $43,000 to repair.
- A garage door barrier, installed once, is $4,000 to $5,000.
- Then subtract up to $1,700 with RénoPlex, or up to $800 with Rénoclimat.

How the new Quebec grant works
Quebec is putting $425 million over five years into helping owners protect their homes from flooding. A removable flood barrier is one of the measures it pays for, up to $800, wherever you live in the province.
- Paul comes to your home. He checks every way water can get in.
- Paul installs your barrier. The work has to be done on or after October 1, 2026, by a contractor with the right RBQ licence. That rules out doing it yourself.
- Paul fills in and signs the government’s work compliance form. You keep your detailed invoice and photos of the work.
- You apply online when the portal opens. Quebec says this fall. You have 12 months after the work to send it in.
Main homes, duplexes, triplexes and multi-unit buildings can qualify. Secondary homes, like a seasonal cottage, do not. The building must be at least 5 years old, 3 storeys or less above ground, and 600 m² or less on the ground. The most you get is $800, no matter how many barriers.
Why waiting until spring costs you
- The city says to plan 3 to 4 months for RénoPlex approval. Starting the work before approval can cost you the grant. That is the city’s rule, not ours.
- Rénoclimat needs no pre-approval, but the budget is limited. When it runs out, it runs out.
- Apply or install in March and you may still be exposed when the spring thaw comes.
- The sooner you call, the sooner Paul installs.

Not on the list? Pointe-Claire, Dollard-des-Ormeaux, Dorval, Kirkland, Beaconsfield and the other independent cities are not in RénoPlex. You are not out of luck. Rénoclimat covers your main home anywhere in Quebec, up to $800, and Paul installs across the West Island.
